An Israeli firm is responsible for security inspections in the airport in Schiphol, Holland, the airport where Umar Farouk Abdulmutallab boarded the Airbus 330 heading for Detroit (USA). The Israeli company, ICTS, is reportedly one of the leaders in security, & operates in Amsterdam and a number of other European countries.
ICTS was established in 1982 and today employs 11,000 security personnel in 22 countries. Many airports and airlines seek the Israeli expertise and opt for ICTS to provide security for passengers and employees.
According to Rom Langer, the director of the company, who granted Channel 2 News an interview on motzei shabbos, the terrorist did undergo a security inspection in Amsterdam, but he does not have the information pertaining to the inspection....

Yet the rush toward full-body scans already seems unstoppable. They were mandated today as part of the "enhanced" screening for travelers from selected countries, and hundreds of the machines are already on order, at a cost of about $150,000 apiece. Within days of the bombing attempt, Reuters was reporting that the "greater U.S. government shift toward using the high-tech devices could create a boom for makers of security imaging products, and it has already created a speculative spike in share prices in some companies."

Which brings us to the money shot. The body scanner is sure to get a go-ahead because of the illustrious personages hawking them. Chief among them is former DHS secretary Michael Chertoff, who now heads the Chertoff Group, which represents one of the leading manufacturers of whole-body-imaging machines, Rapiscan Systems. For days after the attack, Chertoff made the rounds on the media promoting the scanners, calling the bombing attempt "a very vivid lesson in the value of that machinery"—all without disclosing his relationship to Rapiscan. According to the Washington Post:

Chertoff’s advocacy for the technology dates back to his time in the Bush administration. In 2005, Homeland Security ordered the government’s first batch of the scanners—five from California-based Rapiscan Systems.
Today, 40 body scanners are in use at 19 U.S. airports. The number is expected to skyrocket at least in part because of the Christmas Day incident. The Transportation Security Administration this week said it will order 300 more machines.
In the summer, TSA purchased 150 machines from Rapiscan with $25 million in American Recovery and Reinvestment Act funds.

The Washington Examiner last week ran down an entire list of all the former Washington politicians and staff members who are now part of what it calls the "full-body scanner lobby":

One manufacturer, according to the Cleveland Plain Dealer, is American Science & Engineering, Inc. AS&E has retained the K Street firm Wexler & Walker to lobby for "federal deployment of security technology by DHS and DOD." Individual lobbyists on this account include former TSA deputy administration Tom Blank, who also worked under House Speaker Newt Gingrich.
Chad Wolf—former assistant administrator for policy at TSA, and a former aide to Kay Bailey Hutchison, R-Tex., a top Senate appropriator and the ranking Republican on the transportation committee—is also lobbying on AS&E’s behalf.
Smiths Detection, another screening manufacturer, employs top transportation lobbying firm Van Scoyoc Associates, including Kevin Patrick Kelly, a former top staffer to Sen. Barbara Mikulski, D-Md., who sits on the Homeland Security Appropriations subcommittee. Smiths also retains former congresswoman Helen Delich Bentley, R-Md.
Former Sen. Al D’Amato, R-N.Y., represents L3 Systems, about which Bloomberg wrote today: "L-3 has ‘developed a more sophisticated system that could prevent smuggling of almost anything on the body,’ said Howard Rubel, an analyst at Jefferies & Co., who has a ‘hold’ rating on the stock."

In forecasting the fate of the full-body scanners, we can turn to recent history, which saw the rapid rise—and decline—of the previous "miracle" screening technology. In the years following 9/11, dozens of explosive trace portals (ETPs) were installed in airports across the country, at a cost of about $160,000 each. These "puffer" machines—so called because they blow air on passengers to dislodge explosive particles—were once celebrated as the "no-touch pat down." But in a Denver test by CBS in 2007, a network employee was sprayed with explosives and then walked through the airport’s three puffers without any trouble. The machines also set off false alarms, and they frequently broke down, leading to sky-high maintenance costs.

In late 2004, the controversial Bernard Kerik was forced to decline President Bush's offer to replace Tom Ridge, the outgoing Secretary of Homeland Security. After a lengthy search to find a suitable replacement, Bush nominated Chertoff to the post in January 2005 citing his experience with post-9/11 terror legislation. He was unanimously approved for the position by the United States Senate on February 15, 2005.
In the aftermath of Hurricane Katrina most of the criticism was directed toward the Federal Emergency Management Agency, but DHS was criticized as well for its lack of preparation.
Chertoff was the Bush administration's point man for pushing the comprehensive immigration reform bill, a measure that stalled in the Senate in June 2007.
Chertoff was asked by the Obama administration to stay in his post until 9 a.m. January 21, 2009 (one day after President Obama's inauguration), "to ensure a smooth transition".

The company founders include Prof. Shlomo Breznitz, a professor of psychology whose research specialization is stress situations (and who is also a former Knesset member from Kadima); Dr. Boaz Ganor, founder and executive director of the International Institute for Counter-Terrorism at the Interdisciplinary Center in Herzliya; WeCU CEO Ehud Givon; and Zipora (Zipi) Alster, an expert in the behavioral sciences. Until recently, the company underwrote its activities on its own, but recently a private investor stepped in with an injection of $3 million.
The system has been demonstrated to governmental authorities in Israel, the United States and Germany. The U.S. Department of Homeland Security showed particular interest in WeCU. Two research grants have been given to the system, in a relatively rare show of support for the development.
The developers say that mass production of the system is expected within two and a half years. Each unit is expected to cost tens of thousands of dollars.

WIESBADEN - Die wieder aufgeflammte Terrorangst beschert der Sicherheitsbranche milliardenschwere Geschäfte. Vor allem die Nachfrage nach den lange als zu intim verteufelten Körperscannern ist sprunghaft gestiegen. Für die Geräte gibt es nur eine Handvoll Anbieter, die meisten davon aus den USA. Doch auch in Deutschland wird an den modernen Durchleuchtungsapparaten gearbeitet.
Die US-Flugsicherheitsbehörde orderte gleich ein paar Hundert der Geräte. In Europa sind die Niederländer Vorreiter. Erst in der vergangenen Woche bestellte der Amsterdamer Flughafen 60 Körperscanner. Von Amsterdam aus war der verhinderte nigerianische Attentäter Umar Farouk Abdulmutallab an Bord einer Maschine nach Detroit gelangt.

Besonders dick im Geschäft sind die drei US-Firmen L-3 Communications, Rapiscan Systems und American Science and Engineering (ASEI). Sie alle haben einen Heimvorteil: Schon an 19 US-Flughäfen laufen die Nacktscanner der ersten Generation. Verglichen mit der Gesamtzahl der Airports alleine in Nordamerika - etwa 500 - ist der Markt aber bei weitem nicht ausgeschöpft.

Auch in Deutschland rückt die Einführung der Körperscanner näher. Hierzulande scheint der britische Mischkonzern Smiths die Nase vorn zu haben. Dessen Experten sitzen in Wiesbaden bei der Tochterfirma Smiths Heimann.

Dass die Körperscanner kommen werden, steht ... für die Börse fest: Die Aktienkurse aller vier großen Hersteller stiegen zuletzt sprunghaft an.

Crack New Scanner Looks for Bombs Inside Body Cavities January 8, 201

.....There has already been one report of a suicide bomber carrying explosives internally. Many sources, including the BBC, carried an early report suggesting that Abdullah Hassan Al Aseeri adopted the new tactic of “carrying explosives in his anal cavity” for an attack in September. The target, a Saudi prince, survived, but Aseeri was reportedly blown in half by the blast. Later reports suggest the explosives were actually sewn into his underwear, but security experts believe there is a real danger of “internally carried” bombs,  a technique used for years by drug smugglers.

Nesch, a company based in Crown Point, Indiana, may have a solution. It’s called diffraction-enhanced X-ray imaging or DEXI, which employs proprietary diffraction enhanced imaging and multiple image radiography....

"It is mindboggling for us Israelis to look at what happens in North America, because we went through this 50 years ago," said Rafi Sela, the president of AR Challenges, a global transportation security consultancy. He's worked with the RCMP, the U.S. Navy Seals and airports around the world.

"Israelis, unlike Canadians and Americans, don't take s--- from anybody. When the security agency in Israel (the ISA) started to tighten security and we had to wait in line for — not for hours — but 30 or 40 minutes, all hell broke loose here. We said, 'We're not going to do this. You're going to find a way that will take care of security without touching the efficiency of the airport."

That, in a nutshell is "Israelification" - a system that protects life and limb without annoying you to death.

Die EU-Kommission unternimmt einen zweiten Anlauf für die Einführung. Und Hersteller hoffen auf große Geschäfte.

"Das System wird sich bald weltweit durchsetzen", glaubt  Schiphol-Betriebsdirektor Ad Rutten. "Es versteht sich, dass damit auch Hoffnungen auf "Bombengeschäfte" verbunden sind."

Die USA verwenden sie nach dem jüngsten gescheiterten Attentatsversuch in einem Flugzeug wieder verstärkt, und in Europa gehören sie vermutlich auch schon bald zur Flughafenausstattung: Ganzkörper-Scanner, auch Nacktscanner genannt, weil die Detektoren ein Bild der Körperoberfläche wiedergeben und dabei die Bekleidung weglassen. Nach den Niederlanden, wo die Geräte schon seit Monaten getestet werden, wird die Einführung der Körperscans nun auch wieder in Deutschland und in Italien heftig diskutiert.
Aber auch die EU-Kommission hat am Montag zusätzliche Sicherheitsmaßnahmen auf Flughäfen als notwendig bezeichnet und einen neuen Vorschlag in Aussicht gestellt. Wie berichtet, hatte die EU-Behörde ihren Plan vom Oktober 2008, die umstrittenen Körperscanner zur Passagierkontrolle in allen Mitgliedstaaten einzuführen, wegen massiver Ablehnung im EU-Parlament zurückgezogen. Doch nun wird die Situation noch einmal geprüft. "Wir brauchen zusätzliche Maßnahmen und werden sehen, ob die Technologie sicher ist und im Einklang mit den europäischen Gesetzen steht. Auf dieser Basis könnten wir einen neuen Vorschlag vorlegen", hieß es in Brüssel.
Innenminister Thomas de Maizière hingegen zieht Nacktscanner der neuen Generation für Deutschlands Flughäfen in Betracht. "Studien zu Terahertz-Wellen sagen uns, dass sie für den Menschen unbedenklich sind", sagte der CDU-Politiker der Bild-Zeitung. Nach dem nur knapp vereitelten Terroranschlag auf ein US-Flugzeug an Weihnachten ist eine heiße Debatte um den Einsatz von "Körperscannern" entbrannt. Aktien der Hersteller der Geräte stiegen sprunghaft an.

Das Wachstumspotenzial ist vielversprechend: Die Investmentbank Stifel Nicholas schätzt das Marktvolumen für die neue Generation der Scanner auf 400 Millionen Euro. Ein Gerät allein kann bereits mehr als 100.000 Euro verschlingen. Zum Vergleich: Die heute weit verbreiteten Metalldetektoren sind für weniger als 10.000 Euro zu haben. Doch um Plastiksprengstoff oder hochexplosive Flüssigkeiten zu entdecken, reichen sie nicht aus.

Nach dem Nacktscanner kommen jetzt Scanner, die Reaktionen von Menschen entschlüsseln können. Die Technologie der israelischen Firma WeCU erkennt, ob jemand einen Anschlag verüben möchte. Sicherheitsbehörden auch in Deutschland sind interessiert. Doch das Vorhaben klingt bedrohlich für die Privatsphäre.

Minuten bevor ein Mord passiert, kann der Polizist John Anderton die bloße Absicht zur Tat erkennen und noch rechtzeitig einschreiten. Über drei Wesen mit hellseherischen Fähigkeiten kommt er an seine Informationen. Das gelingt natürlich nur in einem Hollywood-Film, wie hier in „Minority Report“. Doch Forscher des israelischen Unternehmens WeCU Technologies wollen ebenfalls moderne Technik einsetzen, die vorab erkennt, wenn jemand ein Verbrechen verüben will. Der bloße Gedanke daran kann den Attentäter schon verraten. Das erste serienreife System hat das Unternehmen kürzlich vorgestellt.

Hinter WeCU stehen Wissenschaftler aus Israel, unter anderem der Psychologie-Professor Shlomo Breznitz und der Terrorismus-Forscher Boaz Ganor. Mit WeCU zusammen arbeiten die israelische Polizei, die Penn State University und die US-Behörde Homeland Security. Auch Sicherheitsbehörden in Deutschland zeigten sich interessiert – wenn auch noch skeptisch. Tatsächlich klingt das Vorhaben nicht nur bedrohlich für die Privatsphäre, sondern auch wenig seriös.
Dabei nutzen die Forscher nur das Wissen über die Arbeit des Gehirns: Jeder, der eine besondere Aktion plant, „trägt eine Sammlung an Assoziationen, die mit der Handlung zu tun haben, in seinem Kopf“, sagt WeCU-Geschäftsführer Ehud Givon. Gegen solche Assoziationen kann sich niemand wehren.
